I don't know if there is a special tool for it, I got a purple cow cutter at Costco and it has a guilotine cutter and a rotary. The rotary came with a perforating blade. ( to be honest, this is the first time I have used it !)

I got a perforating blade for my paper trimmer as well as for my quilting rotary cutter too. Although I wonder if a tracing wheel would work too? I'll have to try it out sometime.

I did a google search for perforating tool and found these... not badly priced either!
I haven't thought of anything clever to say ... so here's my blog
